Emission Inventory Assessment (2004 – 2005)

NARSTO1 was initiated in February 1995 to address tropospheric air pollution, including ozone and suspended particulate matter. Formed as a partnership between the US, Canadian and Mexican governments, as well as industry, utility and academic organizations, NARSTO’s primary mission is to coordinate air pollution research among affected parties to determine workable, efficient, effective strategies for air pollution management.

In 2004, MACTEC began helping the NARSTO team prepare Improving Emission Inventories for Effective Air Quality Management Across North America: A NARSTO Assessment, which has four main functions:

  1. Identify many national, regional, state/provincial, local and specialty inventories, and provide information for accessing them
  2. Describe the methods used to generate emission inventories, and discuss the strengths and weaknesses of these methods and their resulting inventories
  3. Consider methods for determining uncertainties in emission estimates, and provide comparisons between emission estimates and independent measurements for key emission sectors
  4. Suggest ways to improve future inventories, characterize their uncertainty, and improve the delivery of emission data to users

MACTEC’s role included coordination, meeting support, and editorial input. We contributed to three chapters of the Assessment and were the primary authors of three other chapters: The Current Status of North American Emission Inventories, Tools for Developing Emission Inventories, and Strengths and Weaknesses of Current Emission Inventories.
