A MACTEC Certified Value Specialist facilitated the value engineering study to convert two floors of this library from stacks to administrative support space to enable its new "virtual library" concept. The construction cost for this project was estimated at $6.2 million. The VE effort resulted in savings of $725,000 for this Department of Agriculture project.
